Unfortunately - as can be seen from this photograph - the 6th floor of the older building was completely crushed by the force of the earthquake (January 17, 1995). Since part of the Kobe City Hall had been destroyed, there was great difficulty in managing emergency measures and supplying immediate relief for those affected by the earthquake.
