The Koutsu Center Building was built in 1965 in combination with the Sanchika, a underground shopping center Sannomiya Chuo-ku. Many companies involved in the tourism industry were situated in the first, second, and third floors. Above the forth floor, different companies rented the floors, and the top was used as a restaurant.
