Standard revision of the IEC 27-1

Comments of the Japanese National Committee on Document IEC 27-1, Letter symbols

 to be used in electrical technology, Part 1

(1) General comment

In the USA, UK, Australia, Canada and India where English is spoken as

the mother tongue, they normally use a dot ｢.｣ as the decimal sign.

On the other hand, a comma is specified to use as the decimal sign in this standard.

We think it's reasonable that such non-native English-speaking countries as

 Switzerland, Germany, France and so on do not have the right to change the culture

 or customs of the native English-speaking countries by majority.

We once proposed the above problem by our Fax (Our Ref: JISC No. 9605-08) for

 ISO/IEC Directives, Part 3. But in DMT (Directives Maintenance Team) of IEC,

the offer from us and also from the US, Australia and China was rejected

without any discussion just by the reason why, first of all the IEC 27-1 shall be modified,

where the same sentence as ISO/IEC Directives, Part 3 is specified. This means the

run-around of the problem, an avoidance of the responsibility and the postponement of

the conclusion.

(2) Technical comment

p.25, clause: 1.3.2

The whole sentence shall be changed to the following.

The decimal sign shall be a dot on the line in English version and a comma in

French version ( of International Standards).

And delete NOTE.

REASON: In NOTE, the usage of a dot in English language is permitted on the

condition that it shall be on the line. This should be reflected in the main sentence

to make clearer as shown above. And the same shall be applied to ISO/IEC Directives,

Part 3.
